Job Summary

GOAL, an international humanitarian organization, is seeking an experienced Team Leader to oversee the Bridge Project in Uganda. This is a senior management role responsible for the strategic direction, operational oversight, and successful delivery of project objectives. The Team Leader will lead a multi-disciplinary team, coordinate with local stakeholders, manage budgets, and ensure compliance with donor requirements. Key Responsibilities

  • Lead the overall planning, implementation, and monitoring of the Bridge Project, ensuring alignment with organizational goals and donor agreements.
  • Manage project budgets, financial reporting, and procurement processes to ensure efficient use of resources and adherence to financial policies.
  • Supervise and mentor a team of project officers, technical specialists, and support staff, fostering a collaborative and high-performance work culture.
  • Establish and maintain strong relationships with government agencies, community leaders, partner organizations, and other key stakeholders in Uganda.
  • Oversee the development and execution of detailed work plans, timelines, and performance indicators to track progress and mitigate risks.
  • Ensure all project activities comply with GOAL's safety, security, and safeguarding policies, as well as local regulations.
  • Lead regular field visits to assess project implementation, identify challenges, and provide on-the-ground support and guidance.
  • Prepare and submit timely, high-quality reports for internal management and external donors, including narrative and financial updates.
  • Coordinate with GOAL's technical advisors and headquarters teams to integrate best practices in program delivery and innovation.
  • Represent GOAL at coordination meetings, workshops, and conferences to advocate for project goals and share lessons learned.

Role Requirements & Qualifications

  • Master's degree in Project Management, International Development, Public Administration, or a related field.
  • Minimum of 8 years of progressive experience in managing complex development or humanitarian projects, preferably in bridge construction, infrastructure, or community development.
  • At least 5 years of senior leadership experience, including team management, budget oversight, and stakeholder engagement.
  • Professional certification in project management (e.g., PMP, PRINCE2) is highly desirable.
  • Proven track record of working in East Africa, particularly in Uganda, with a deep understanding of the local context, culture, and regulatory environment.
  • Excellent written and verbal communication skills in English; proficiency in local languages such as Luganda or Swahili is an advantage.
  • Strong analytical and problem-solving abilities, with experience in using data to inform decision-making.
  • Ability to work under pressure, manage multiple priorities, and adapt to rapidly changing circumstances.
