Job Summary

Q-Sourcing Tanzania Limited, a leading manpower management solutions firm operating across East Africa, is seeking a highly competent and experienced Procurement and Bidding Officer on behalf of a prominent client based in Tanzania. This is a full-time, mid-level to senior role that offers an exceptional opportunity to drive business growth through strategic procurement, tender management, and supplier relationship management. The successful candidate will be responsible for identifying business opportunities, coordinating tender submissions, managing end-to-end procurement processes, overseeing logistics, and maintaining robust inventory control. Key Responsibilities

  • Monitor government procurement portals, tender boards, newspapers, donor-funded projects, and private sector opportunities to identify potential bids.
  • Maintain an updated pipeline of tender opportunities and analyze tender requirements to assess company eligibility.
  • Coordinate bid or no-go assessments with management and develop a comprehensive tender tracking system.
  • Prepare and submit quotations, proposals, expressions of interest, and tender bids with full compliance to requirements.
  • Compile administrative, commercial, and compliance sections of submissions, ensuring all statutory documents and certifications are included.
  • Manage bid submission schedules, deadlines, and archives while maintaining a lessons-learned database.
  • Plan and execute procurement activities in line with company policies and project requirements, including obtaining quotations and conducting supplier evaluations.
  • Negotiate pricing, delivery schedules, payment terms, and warranties with vendors and suppliers.
  • Develop and maintain a qualified supplier database, build strategic relationships, and monitor supplier performance.
  • Coordinate logistics, transportation, customs clearance, and importation processes to ensure timely delivery of equipment and materials.
  • Establish and manage inventory systems, monitor stock levels, conduct stock counts, and ensure accountability of company assets.
  • Assist in contract administration, maintain procurement records, and prepare weekly and monthly reports on tender, procurement, and logistics activities.

Role Requirements & Qualifications

  • Bachelor's Degree in Procurement and Supply Chain Management, Business Administration, Commerce, Engineering, ICT, Logistics, or a related field.
  • Professional certification such as CPSP (Tanzania), CILT, CIPS, or equivalent is preferred; candidates in the final stages of certification will also be considered.
  • Minimum of five years of experience in procurement, tender management, logistics, supply chain, or business development.
  • Experience preparing public sector tenders in Tanzania is highly desirable.
  • Experience in ICT, engineering, energy, construction, or technology integration industries is preferred.
  • Strong technical competencies in tender preparation, public procurement procedures, strategic sourcing, contract administration, and vendor management.
  • Excellent behavioral competencies including attention to detail, negotiation skills, integrity, and the ability to work under tight deadlines.
