Key Responsibilities

  • Collect, clean, and organize large volumes of financial data from multiple sources, including budget execution reports, revenue collections, expenditure records, and external economic indicators.
  • Perform exploratory data analysis to identify trends, patterns, anomalies, and correlations that are critical for policy formulation and resource allocation.
  • Develop and maintain robust data models and dashboards using statistical software and business intelligence tools (e.g., Excel, Power BI, Tableau, or similar) to visualize key performance indicators.
  • Prepare detailed written reports and presentations summarizing findings, methodologies, and recommendations for both technical and non-technical audiences, including senior officials and external stakeholders.
  • Collaborate with policy analysts and economists to understand data requirements and ensure that analyses align with departmental objectives and national development goals.
  • Conduct ad-hoc analyses to answer specific questions from leadership, including scenario modeling, forecasting, and impact assessments of proposed policies.
  • Ensure data accuracy, integrity, and consistency by implementing quality assurance checks and cleaning procedures.
  • Stay current with emerging analytical techniques and tools, and recommend innovations to improve the efficiency and effectiveness of the ministry's data operations.
  • Assist in the preparation of periodic reports, such as monthly budget execution reviews and annual statistical bulletins.
  • Maintain confidentiality and adhere to data governance and security protocols at all times.

Role Requirements & Qualifications

  • A Bachelor's degree in Statistics, Economics, Mathematics, Computer Science, Data Science, Finance, or a related quantitative field is required. A Master's degree is an advantage.
  • A minimum of three years of professional experience in data analysis, financial analysis, or a related role, preferably within the public sector or financial services.
  • Proven experience with statistical analysis software such as Stata, R, Python (with pandas, NumPy), or SAS.
  • Strong proficiency in Microsoft Excel (advanced level, including pivot tables, formulas, and data visualization) and at least one BI tool like Power BI or Tableau.
  • Experience working with financial databases and understanding of public finance management concepts (budgeting, expenditure tracking, fiscal reporting) is highly desirable.
  • Excellent written and verbal communication skills in English; knowledge of local languages is a plus.
  • Demonstrated ability to work independently and collaboratively in a fast-paced, deadline-driven environment.
  • Strong problem-solving skills, critical thinking, and attention to detail.
  • Certification in relevant tools (e.g., Microsoft Certified: Data Analyst Associate, Tableau Desktop Specialist) is an added advantage.
  • Experience with data visualization best practices and storytelling with data.

Based on current market data for data analyst roles in Uganda's public sector and international NGOs, the estimated annual salary range is between 45,000,000 and 70,000,000 UGX, depending on experience and qualifications. This typically corresponds to a monthly gross salary of approximately 3,750,000 to 5,800,000 UGX. In addition to the base salary, the Ministry of Finance offers a comprehensive benefits package that may include health insurance, pension contributions, professional development support, and paid leave. For candidates with exceptional skills and advanced degrees, there may be flexibility at the higher end of the band. It is important to note that public sector compensation in Uganda is structured according to established scales, and the final offer will be aligned with the Ministry's payroll guidelines and the candidate's level.
