Job Overview
The Ministry of Finance, Planning and Economic Development is seeking qualified professionals to fill seven key positions within the Uganda Strengthening Public Investment and Asset Management for Growth and Resilience Operation (PIM Plus). This targeted intervention, running from October 2025 to September 2031, is designed to strengthen implementation support, monitoring, and delivery of priority projects within the Public Investment Plan (PIP). The Government of Uganda has intensified efforts to improve the quality, efficiency, and impact of public investments, recognizing that weaknesses in project execution rather than project identification alone remain a major constraint to achieving development outcomes.
Key Responsibilities
Senior Programme Officer - Civil Engineering: Provide technical oversight for civil engineering aspects of priority public investment projects, ensuring compliance with design standards, construction quality, and timely delivery. Coordinate with project teams to resolve implementation bottlenecks and report progress to the Operation Technical Committee.
Senior Programme Officer - Quality Assurance: Develop and implement quality assurance frameworks for public investment projects, conduct audits of project outputs, and ensure adherence to established performance benchmarks. Lead corrective action plans to address quality gaps.
Senior Liaison and Change Management Officer: Facilitate effective communication and collaboration between the Ministry, implementing MDAs, the World Bank, and other stakeholders. Drive change management initiatives to embed best practices in project execution, monitor stakeholder engagement, and support the Operation Steering Committee.
Procurement Officer (Two Positions): Manage end-to-end procurement processes for goods, works, and services under PIM Plus, ensuring compliance with the Public Procurement and Disposal of Public Assets Act. Prepare bidding documents, evaluate tenders, and oversee contract administration to achieve value for money.
Accountant (Two Positions): Handle financial management and accounting for the operation, including budget preparation, payment processing, financial reporting, and reconciliation. Ensure adherence to Government of Uganda and World Bank financial regulations.
Qualifications and Requirements
For Senior Programme Officer roles: A minimum of a Master's degree in Civil Engineering, Quality Management, Public Administration, or a closely related field, plus at least eight years of relevant professional experience in public investment management, project implementation, or infrastructure development.
For Procurement Officer: A Bachelor's degree in Procurement and Supply Chain Management, Business Administration, or related field, with a minimum of five years of experience in public procurement. Professional certification such as CIPS is highly desirable.
For Accountant: A Bachelor's degree in Accounting, Finance, or related field, with at least five years of experience in public sector accounting. Professional certification such as CPA or ACCA is required.
All applicants must demonstrate strong analytical, communication, and problem-solving skills, and the ability to work in a multi-stakeholder environment. Experience with World Bank-funded projects is an added advantage.
Terms and Benefits
These positions are offered on a contract for one year, renewable up to four years, subject to satisfactory performance and availability of funding.
The Ministry provides a competitive salary package commensurate with qualifications and experience, including allowances and benefits as per Government of Uganda guidelines.
Successful candidates will be part of a high-impact operation that directly contributes to Uganda's Fourth National Development Plan (NDP IV) and the public sector performance agenda.
