Job Summary
ICF, a global advisory and technology services provider, is seeking a driven and experienced Mid-Level Software Engineer to lead mission-critical initiatives in support of the Defense Counterintelligence and Security Agency (DCSA). This fully remote role offers the opportunity to design, develop, and maintain secure applications using Java, Kotlin, and TypeScript, working with Oracle and SQL Server databases within AWS GovCloud environments. You will collaborate with cross-functional teams in an Agile setting, contribute to the full software development lifecycle, and ensure compliance with federal regulations and security requirements. If you possess an active Top Secret clearance and a passion for building scalable, secure solutions, this role provides an exceptional platform to impact national security while enjoying the flexibility of remote work. Travel to an office or client site is required once per quarter, and core working hours are 8am to 5pm Eastern Time, with flexibility based on your time zone.
Key Responsibilities
- Participate in all phases of the Software Development Lifecycle (SDLC), including requirements analysis, design, development, testing, deployment, and sustainment of secure, mission-critical applications.
- Design, develop, and maintain applications using technologies such as Java, Kotlin, and TypeScript, ensuring scalability, performance, and maintainability.
- Develop and optimize database solutions leveraging Oracle and Microsoft SQL Server, ensuring data integrity, performance, and security.
- Build and support cloud-based solutions within AWS GovCloud environments, troubleshooting and resolving issues related to cloud services and system integrations.
- Collaborate within an Agile development environment, working closely with product owners, architects, cybersecurity, and DevSecOps teams to translate requirements into high-quality software solutions.
- Conduct code reviews, unit and integration testing, and debugging activities to ensure applications meet quality, security, and compliance standards.
- Create and maintain technical documentation to accurately reflect system architecture, software design, and implementation details.
- Ensure compliance with federal regulations, DoD policies, and security requirements.
- Prepare and deliver executive-level briefings, status reports, and performance updates to government stakeholders and corporate leadership.
- Maintain a positive, results-oriented work environment by building partnerships with internal and external partners.
Role Requirements & Qualifications
- Active Top Secret Clearance (Interim TS will be considered).
- 2+ years of experience supporting the full Software Development Lifecycle (SDLC), including design, development, testing, and deployment of secure, enterprise-level applications.
- Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related technical field (preferred).
- 2 years of experience working with or around cloud platforms in AWS.
- Hands-on experience developing applications using Java or Kotlin, and TypeScript, with a strong understanding of object-oriented design principles and modern development frameworks.
- Experience working with Oracle and/or Microsoft SQL Server databases, including writing and optimizing queries and ensuring data integrity.
- Experience supporting applications in AWS GovCloud or other secure cloud environments, with an understanding of cloud architecture, performance optimization, and troubleshooting.
- Familiarity with Agile methodologies and collaborative development practices, including code reviews, version control, and CI/CD pipelines.

Salary & Compensation Estimation
The pay range for this position based on full-time employment is $81,499.00 to $167,644.00 per year. Final compensation is determined by factors including relevant work experience, skills, certifications, competencies, geographic location, education, and contract provisions. This range reflects the market rate for a mid-level software engineer with a Top Secret clearance and cloud expertise. In addition to base salary, ICF offers a comprehensive benefits package, including health insurance, retirement plans, paid time off, and professional development opportunities. The remote nature of the role allows for flexibility, but candidates should note that ICF monitors work locations and restricts access from foreign locations or IP addresses.
