Key Responsibilities

  • Lead and manage road construction projects from inception to completion, ensuring alignment with UNRA strategic objectives and national standards.
  • Develop comprehensive project plans, including scope, schedules, budgets, resource allocation, and risk management strategies.
  • Coordinate with internal teams, contractors, consultants, government agencies, and local communities to ensure seamless execution.
  • Monitor project progress and performance against key performance indicators (KPIs), preparing regular status reports for senior management and stakeholders.
  • Manage project budgets, track expenditures, and ensure financial discipline while optimizing cost efficiency without compromising quality.
  • Ensure strict compliance with all technical specifications, safety regulations, environmental guidelines, and legal requirements.
  • Conduct regular site inspections and audits to verify work quality, adherence to design plans, and safety standards.
  • Identify potential risks and issues early, developing and implementing mitigation strategies to keep projects on track.
  • Facilitate effective communication between all parties, resolving conflicts and ensuring stakeholder expectations are managed transparently.
  • Lead project closure activities, including final inspections, documentation, handover, and lessons-learned reviews.
  • Mentor and guide junior project staff, fostering a culture of continuous improvement and professional growth.
  • Represent UNRA at public consultations and stakeholder meetings, building strong partnerships and community trust.

Role Requirements & Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, Project Management, or a related field from a recognized institution.
  • A Master's degree in Project Management, Business Administration, or a related discipline is an added advantage.
  • Professional certification such as PMP (Project Management Professional), PRINCE2, or equivalent is strongly preferred.
  • Minimum of 8 years of progressive experience in managing large-scale road or infrastructure projects, with at least 3 years in a senior project management role.
  • Registered with the Uganda Engineers Registration Board (ERB) as a Professional Engineer, if applicable.
  • Demonstrated experience with donor-funded projects (e.g., World Bank, AfDB) is highly desirable.
  • Strong understanding of Ugandan construction regulations, environmental laws, and procurement procedures.
  • Proficiency in project management software such as MS Project, Primavera P6, or equivalent tools.
  • Valid driver's license and willingness to travel to project sites across Uganda.

Salary & Compensation Estimation

The salary for this senior-level position at UNRA is competitive and commensurate with experience and qualifications. Based on current market rates for public sector infrastructure roles in Uganda, the estimated annual compensation ranges from 120,000,000 UGX to 180,000,000 UGX (approximately 32,000 to 48,000 USD).
