Acquisition & Assistance Specialist (Multiple Positions)
- USAID/Uganda is seeking qualified Ugandan nationals to provide personal services under a contract as an Acquisition & Assistance Specialist, with multiple positions available. This role is critical to supporting the mission’s procurement and assistance operations, ensuring compliance with federal regulations, and advancing development objectives in Uganda.

- Salary is competitive and will be determined based on the qualifications and experience of the selected candidate. The entry grade level for this position is set at FSN-9, FSN-10, or FSN-11, commensurate with the applicant’s skills, background, and demonstrated expertise in acquisition and assistance functions.
- The following annual salary ranges are inclusive of all allowances and are quoted in Ugandan Shillings (UGX):
- FSN-9: UGX 75,718,515 to UGX 110,993,513
- FSN-10: UGX 102,802,449 to UGX 150,709,572
- FSN-11: UGX 137,483,245 to UGX 202,072,484
- Key responsibilities for this role include managing the full lifecycle of acquisition and assistance instruments, from pre-award planning through post-award administration. The specialist will be responsible for drafting, reviewing, and negotiating contracts, grants, and cooperative agreements; ensuring compliance with USAID regulations and the Federal Acquisition Regulation (FAR); and providing expert guidance to technical offices on procurement strategy.
- Additional duties involve conducting market research, preparing solicitation documents, evaluating offers, and making award recommendations. The specialist will also monitor contractor and grantee performance, process modifications and closeouts, and maintain accurate records in USAID’s procurement systems. Strong analytical skills and attention to detail are essential for success in this position.
- Minimum qualifications include a bachelor’s degree in business administration, public administration, law, finance, or a related field, plus at least three years of progressively responsible experience in acquisition, contracting, grants management, or a directly related area. Demonstrated knowledge of U.S. government procurement regulations and international development assistance is highly preferred.
- Candidates must be Ugandan nationals or legally eligible to work in Uganda without employer sponsorship. Excellent written and verbal communication skills in English are required, along with proficiency in Microsoft Office Suite and experience with electronic procurement systems. The position demands strong interpersonal skills, the ability to work independently under tight deadlines, and a commitment to ethical standards.
